Yeah--he put his arm in the air around the 20 when he figured he was in the clear. Probably with his index finger extended.
I'm not up on the HS rules here, but I would think there's some rule prohibiting "taunting" at minimum (arguably that could be interpreted as taunting), and possibly premature celebrations. Whether the rule should have been enforced for something that trivial is another story.
