You might consider trying something using those small rubber bands like kids with braces get. They are incredibly strong and I bet would hold something on an eel without slipping or choking the life out of it. I noticed the last batch my girl got were made of teflon. (If not for this, don't rule them out when you need holding power in a small spot, like holding guides for wrapping, rigging a sinker for pulling off in wreck fishing, etc.)
