Well as long as the jist of the thread is to be creative, and thinking outside the box, if the government can train bees to sniff out land mines, I see no reason, if you raised them from a pup, that you couldn't train an eel to put on a little PFD with a hook attached to it before it's removed from the bait bucket for active duty.
