Stick an Alkseltzer in its mouth and tie shut quickly. It will either blow up and float or if you are lucky , little bubbles will come squirting out its butt and jet propell it offf the bottom.
Oh , BTW , for a hundred years fisherman have been trying to figure out how to get the eel to stay on the bottom. Trying to get it off the botttom is definitely a new approach.
