I looked all over youtube for this explanation and turns out all i had to do was ask FF. (not that that's any surprise) That was a perfect explanation.
I did not do a barrier coat last year for two reasons.. it would have more than doubled the price and it was already an expensive season. Also during my research it seemed to be a 50/50 split on who uses a barrier coat with the consensus that new boats do not need one unless the type of boat had a reputation for blistering. Maybe I'm going to pay in the long run, time will tell.
I believe you can still barrier coat later even if you decide not to now.
