Unfortunately you can't control the weather and since Providence is most likely not certified for cat II and absolutely not cat III approaches that's what happens. Its the nature of the business.
Lets also not forget the incident many years ago at PVD with the United airplane that got lost in the fog after landing. Its better to be safe...
