I know its done in the Keys. Some charter guys have built "their own" reefs. Using concrete rubble, cement balls, rebar etc... One old timer I used to fish with said they would often do it way out in the gulf and set them up between a couple of really good reefs/coral heads. So they basically make thier mini-reef a rest-stop between the two big natural habitats.
