do what you feel is best, your dog is young so he should bounce back if its a not a bad tear and make a full recovery.
He is booked with another specialist this week, so we will see. From what this vet says, the problem is the way he walks and runs and since it is not from an isolated injury it would never heal because he will continue to do what caused it in the first place.
hopefully this other vet can avoid him getting a surgery since he is so young and active.
