Regulations = sour fish.
The regs say you must transport the wfish whole.
This means if I catch legal fish and clean/filet it right then and there that I can be screwed by TheMan(tm)
Any ways around that?
What is it about a commercial license that allows you to fillet your fish when it is caught?
