Allowing these to happen and escalate each time only leads to eventually a group will take things into their own hands to stop it, likely making things worse.

I saw Guiliani speak at a protest when he was mayor of NYC. He said something like "it is your right to protest. If you throw a rock, if you hit a cop, if you destroy any property, if you burn anything, you will be arrested immediately, and we can find enough jail cells for everyone if we need to".
It worked.
