Trump's budgets went far beyond that.

They proposed cuts to public education, Amtrak, HUD including eliminating block grants which funds programs like Meals on Wheels, housing/rental assistance, energy assistance and other community assistance programs. He scaled back job training programs. He scaled back funding for the agency which supports minority-owned businesses. He lowered the $ for grants to college students with the greatest need for financial aid. So the impact was much greater than any Clinton budget. All this while proposing lower taxes which mostly went to the upper incomes.
