Not sure what kind of live-bait you're looking to keep, but constant fresh-water is NEEDED if your bait is bleeding for whatever reason...even a poorly sabiki'd mackerel will cloud your water up fast, as will a pogy. Once that happens, you don't have much time before they go belly up...sometimes I have to help the pump by dumping in a few buckets of fresh water just to help purge the blood out faster...and that's with the pump on....I let my scuppers worry about the over-flow.
If you're only netting your bait, constant fresh isn't required but it's a world of a difference if you can.
