If you believe he was stating a goal/aspiration/hope, that means you see no difference between these two sentences...

(2) give me what I want, and I promise there will be a cure for cancer.

we're gonna cure cancer
He promised a cure for cancer, and the delivery of that cure is contingent upon whether or not he's elected.
