If you're going to fix a game--wouldn't you fix it so the final score mattered? The vast majority of people who bet on the game bet against the spread.
If the Steelers were 6-1/2 point favorites, and won by 4, it didn't really matter--if you bet on Arizona with the points, you won. If you bet on the Steelers and gave the points, you lost
