Patterson is far from a moron--he's something a lot worse---an out-and-out panderer.
Unfortunately, in NY, the Gov and Lt Gov run as a ticket and Spitzer, the candidate for Gov, is at least 20 points ahead in the polls. And there is no credible Republican on the horizon.
If I was a cop, I'd rather be unarmed, like a British Bobby, than have to operate under this idiotic law.
