"Encounters" have always occurred but reached a dramatic low in April 2020. Then gradually rose to more usual numbers and really started to explode in January to 78,442, then to 100,441 in February (a huge 28% jump in one month), and still growing in March. I don't doubt that Biden's withdrawal From Trump policies and the implicit green light to come on in was a direct cause.

Of course, "encounters" don't count the large number of all those who have not been caught or who did not present themselves at ports of entry.
