The definition of weapon of mass destruction started off as a term for nuclear missiles or bombs, then morphed into chemical weapons/ etc... Weapons for killing entire cities.
a pressure cooker bomb isn't a weapon of mass destruction... Sorry. It's a bomb.
We invaded Iraq because they had "weapons of mass destruction" but we never found any, but there sure was a lot of bombs.
