He is not trying to stop all mail in ballots. Mass mail in is susceptible to fraud and even more susceptible to error and to prolonged confusion and disqualification of ballots. Anti-Trump media denies this. But other media doesn't. The Court can decide. Trump alone cannot do it.
In any case stopping mass mail in votes does not stop people from voting.
