There's nothing in any rulebook I've ever read that says a check to the head with the shoulder is illegal--it's the exact same hit that Scott Stevens ended Lindros' career with in the Eastern Conference finals about 10 years ago.
There's a reason they tell you to keep your head up. Cheap shot? Yup, but not illegal.
