so the difference between the two is the absentee ballot is requested by the voter and the voter goes through the process of applying for and then receiving and then submitting his/her ballot

what democrats seem anxious to have happen is for ballots to be mass mailed to everyone and then collect and count what comes back in the mail or drop box which is very different than requesting an absentee ballot
