Bob,
You could use Azek trim and cut the points yourself. You will need to power wash off the cut ends, mold will grow on the cuts ends. Use the same structure as the original fence and use stainless nails. You could probably biscuit them together or just use the Azek glue.

It can be pricey,

Just a thought.....

Or you could build a retaining wall and put a new vinyl fence straight across....
