The problem is we are trying to regulate ourselves to good behavior...it just does not work. The cell phone/texting issue is a good example. Good law but in order to prove it you need to access my phone records and that pushes the privacy issue (do you need a subpeona and is it in the best interest of the public for the judge to give the subpeona to you?) No easy answers...
