Apparently his wife at the time was the bread winner, reportedly working 60-80 hours a week.
He was a real piece of work, but seeing how this is Mass, welfare is about as hard to get (as an immigrant/citizen) as a sunburn in July!
Maybe the state bought him the car?
Remember, the welfare system is so full of waste and corruption, it's not impossible to think that they could have provided him with whatever he needed. Probably not, but possible.
