I think those are collectors. Klam appears have copied the article faithfully, too faithfully because the article contains some obvious, some say intentional, errors. The hook position on his plugs are 1" off. How this affects the action I'm unsure but hook tangling is likely to be an issue. I'd try either 3/0 or 4/0 trebles (on the belly hangers only). The plug should float level with the back just above the surface and the nose and tail slightly below.

Frech advised working the plug like a glider with 1 foot rod tip tugs. By day I've caught fish working them erratically along the surface, by night just slowly subsurface with short tugs. You can also rip them fast in current and they dive a bit and vibrate (like a lazy supersonic lure). I've taken a few fish using them such.

Again, I'd not fish those plugs (particularly given what they cost). If you are hot to fish one I'd by a kit from Salty (his are true copies) spray bomb it primer white then clear, then have at it.
