I guess I just don't understand what you are saying. This is a program for employees to take time off of work for unusual circumstances. I have no idea how that connects to whether someone is a welfare recipient or not. Most "welfare" recipients do work... so if they work I imagine they are eligible like all other workers. If they don't work, there is no work to take time off from so...
