If the plug floats correctly at rest, then your problem is probably the nose loop. Try bending it to the side that goes down (or turn it horizontal). An out of round body (caused by play in your drive center, or vibration from dull tools) might screw you up as well. Finally, as Tagger mentions, the growth ring orientation has some unpredictable effects on how the plug wants to float at rest. Search for his thread on Hydro-orientation and you can learn more.
