321-CMR 4.03: Taking of Commercial Eels from Inland Waters:

Eels shall not be taken from the inland waters of the Commonwealth for personal use as baitfish or for any commercial purposes.

Regulatory Authority: M.G.L. c. 131, §§ 4 and 52A.

Sounds like freshwater eels are off limits.
