I think it's fair to give Bush credit for the lack of attacks on
US soil. Regardless if there were threats or not it was on his watch, and for instance people credit Clinton with the booming economy in the 1990's when it's not like his policies started the high-tech boom.
My question has more to do with the notion that this line of thinking is out dated.
