I'd think the energy required to disrupt a strong tornado would easily get into nuke territory.
And, they're terribly difficult to predict, can move at 50 plus mph on the ground and dissapear before you know what's going on.

Grew up in Iowa, only ever saw one in person and it was pretty small.
