But the gentle stoner will be the one that won't get involved to help someone because it would "be a buzz-kill".

The only tangible differences between an alcoholic and a stoner are the general temperament when they imbibe and what organs will get destroyed over time. Beyond that there are many similarities.
They can both be "functioning" members of society, they both see the other as a "waste of time", they both reek, they both become incoherent when "lit-up", they both will "beg, borrow or steal" to get their next "dose".

There are more, but I think it stresses the point.

Basically, when they focus on the money aspect, be it revenue from sales or income tax, they are avoiding the problems because they don't want to address them until AFTER a law is passed!
