you shouldn't be seeing sun when your fishing now. I used to put in water, but I am not much of a bait guy

It depends on what kind of bait you're using. Squid and clams I find you can just leave out to thaw and are still effective, but any kind of small bait fish like spearing, shad, killie, etc. just fall apart easily when left out in the sun to thaw. I haven't tried any bigger baits like bunker (menhaden; pogy) chunks or herring so I can't help you there if that's what you're using. Most of it is trial or error. You have to find what works for what kind of bait you're using.

Pogies and mackerel, you got to leave them hard as a rock, your going to have a tough time piercing the frozen bait with the hook, it will take a little time but fish like a cold chunk best.
If you let the frozen bait thaw, it washes out and falls apart faster.

i caught a 34 and saw 3 others around there pulled in the middle of the day last weekend in gloucester :P
