Can anyone ID this lure?

Hi,

I know there is a planned old striper lure forum in the board's future, but I had the camera out and thought this would be interesting.

I came accross this one while sorting through some of my old stuff and have never seen another like it. It was my grandfather's. I am guessing from the 1960's or before. It seemed to have some thin plastic fins that have worn away. It is rather heavy and is about 7" long.
