Hyannis man charged with 9th OUI
HYANNIS - A local man will be arraigned this morning for his ninth charge of operating under the influence of alcohol, police said.
Joseph Hines, 48, of Hinckley Road, will be charged in Barnstable District Court this morning with operating to endanger, driving with a revoked license, driving an unregistered and uninsured vehicle and other charges.
At 5:20 p.m. yesterday, Officer Stephen Estey responded to a call about a man who had crashed his black Harley-Davidson into a taxi parked at 9 Otis Road.
A witness told Estey that Hines had been doing a burnout - spinning the tire while holding onto the brakes - when he lost control of the bike. Another witness said that after the crash, Hines dragged the bike behind another house at 16 Otis Road.
That's where Estey found Hines, his helmet and his motorcycle, which had front end damage and scrapes on its side, according to the police report.
The plate on the bike was stolen, Barnstable Police Sgt. Sean Sweeney said, and Hines refused to take a chemical test. He smelled of alcohol and had to be helped to his feet because he was so drunk, according to the report. He had a cut over his left eye and road rash on his elbow but refused medical treatment, Sweeney said. His first drunken driving charge dates back to 1978.
