What is mung?

I know its some kind of seaweed, but it doesn't happen every year does it? What causes it? Do the tides and wind keep it where it comes ashore and ruins fishing? Is it cause by a bacteria?

Mung is a seaweed, algae type mess under which lots of really large fish are hiding.....

Not sure if this is correct, but I think of it as that tightly woven afro seaweed that does NOT like to come off your line. I HATE that Sh%t!!!
