Great Bay Water Boil

Went for a run to Great Bay, NH this morning testing my motor. Wasn't really ready for fishing. The fish finder marked fish most of the way. When I got to Great Bay the water was boiling. Bait fish jumping all around. Tried some spin casting but nothing. If I only had some live bait!! Isn't that the way it goes though? No other boats in the area so don't know about size. The tide was just beginning to go out and the water was flat.
