You do not have to take all the cement and lino off
And “Do not” use any strippers or solvents they will always leave a residue
Especially on concrete where they can soak in and stay
I do not know what “RedGard” is ?
However I would scrap up any lino and felt you can
Then if setting 12x12 or larger tiles use a 1/4x1/2 “round” notch trowel
Round notch gives you a better bed apposed to a square notch “fuller comb out”
Use a thinset that is rated to go over Lino ie.. Latircrete 245 Platinum
You can get Latircrete products at Lowes or call around to tile stores
If you are bonding to cement it has no deflection so Bond will not really be tested
However a good supporting bed should be applied…ie 1/4x1/2 round notch trowel
