tackle bag found

Pre dawn this morning I arrived at a well known Upper Cape spot (CC Bay side) and found a tackle bag in plain view, obviously left there when someone was leaving probably earlier in the night. I know what it means to do this when you're beat from a long night of fishing so I thought I'd post this. Describe the bag, where it was found, and what is attached to the outside of the bag and I'll be happy to return it.
