Catching herring?

Is it legal to catch herring at the herring run? Not actually in the run but in the canal near it. Im not sure what the laws are reguarding the striper candy. Ive heard that they will bite a small jig or other lure, i dont know if its legal to throw em on a big rod or if ya can only get em thru the run with a permit.
