Question Pitch'n and Twitch'n/Question

OK, I have been doing a lot of fishing in the local harbor the last few weeks early morning into first light. Gloucester has a very deep water harbor that holds some very large Stripers. I have managed to land a lot of fish in the 20-25 LB range up to 41".
I have SEEN some extremely large fish (huge ones) follow my whole dead herring in when I retrieve it with a slow twitching motion (almost like a lure). A couple of fish have actually taken the herring with a swift whoooosh just under where I am standing within two ft of the surface!

My Question: Can someone recommend an artificial that imitates herring that may entice one of these BIG COWS to instinctively take it?

Where can I get a hold of some live herring/macs???

try a diamond jig or crippled herring.

or a soft plastic/jig head combo heavy enough to hit bottom.
