Another eel question

I was talking to a guy who does some diving in and around the quarries and resiviors on the N. Shore and he told me he sees lots of eels. I often caught large eels when fresh water fishing as a kid. Could it be that this is an untapped eel source and is trapping/catching them in these types of places legal? Fresh and salt eels are the same animal, right?

Fresh water eels are the females and salt water eels are the males. Both are the same species.

Eels spawn in the salt and live out most of their lives in the fresh water. No matter where you catch them it has the same effect on the species....
