You have to have a commercial fishing license first (but I'm not sure if its only for SB), then you add the gill netting permit. Maybe the fising license is the number they want for your app.

This way, they get you to pay twice....

What species are you applying for? If it's a limited access species you have to have a permit before they will issue the gill net endorsement.
