We've since opened others, they're all like that. A cone shaped nothing from the bottom.It's deliberate. If you open the top, you'd never know.

Well, I think there's only an issue if the can doesn't' deliver on the 6 ounces advertised. It's by weight, not volume, and I'd wager that all brands might look the same.
Besides, rarely do you use more than that. Buy it in the tubes if you need smaller quantities.
