Just click on Register, print out a copy of the card and a permanent one will be mailed in about 2-3 weeks:

AND REMEMBER THIS
QUOTE:
[[[[[[[[ taken from the registration site]]]]]]]]]
If you do not have immediate access to a printer,
you can simply write down your registration number to use while fishing.
You will need to present this to law enforcement
should they ask.
so get a peel and stick label or two
printed up or stash it somewhere on your rod
and your ALL set

Dave,
Visit your local library and register. They can help you print it out.

Just a heads up: I registered back in Jan. Printed out the card, then got the permanent one in the mail. Inserted the permanent one into a clear plastic holder, put that in my wallet. Now three months later, I take the wallet, take out the plaster holder and look at the permit. The ink with all the personel data is now smudged and unreadable. I guess either the heat or the movement did it in.

I highly doubt it. I ran into Stiffy on the Canal today during my walk, and afterwards, there was an EPO parked at the Herring Run. A guy was asking him about the NOAA card. The EPO said that until they get some directive in writing to enforce the registration requirement, they wil only be informing people of the law, not enforcing it and issuing citations to violators.
