Surfster action?

I just picked up a trouble maker surfster from the edge. Ive been wanting to try out a surfster for a while now. The question i have is what kind of action do they have? Are they only a top water plug. I tested it out on the lake and it has a nice wiggle wobble with a very slow retrieve. I wanted to get a little input before i start messin with the wire.

Surface lure in my experience. Big wake, lot of tail sway, good plug.
