Live bait

Considering the bans on herring in CT, any CT guys have any recommendations for catching live bait for use in CT waters? I hail from Between the Bridges Marina on the CT River in Old Saybrook and have seen guys cast netting on the right hand side of the river on the ocean side of the railroad trestle. I used to live in RI and would use live bait from Gilbert Stewart but can't do that here. Any help would be appreciated, getting board with just eels and jigs.
