Not sure if you're trying to make huge ones (12" +), but I find the Whiting Bugger packs work pretty well for the ones I tie around 6-8".

White water flies.com,Collins hackle farm,Keough hackle farm.A google search of different hackle farms can lead you to some small retailers that may have what you need. Also take a look at Hebert Miner capes[Whitings hackle farm]I've found some hackle that will fill the bill on some of these capes.you may have to actually look at them in hand because the quills can be too stiff for your purpose.

I found some good hackle at Rivers end in Con. They have metz magnum saddle which is long enough dyed pink blue yellow and plain white so I purchased a pink and a white. Finished my taxes and figured out how much I spent on fishing related items. Big mistake I promised that I would not be as excessive this year. Oh well that Idea.
