Snapper Popper

Three times in the past three days I have heard the term Snapper Popper, most recently in a thread here. I can't search up anything on the internet on it and don't have a clue what it is/does. Anyone know? Is it effective? Worth having in ones angling arsenal?

Its a foam "popper"/casting weight with a trailing leader and small hook w/surgical tube, used for catching baby blues (aka Snappers). Cast it out adn pop it in

Can also be used to chuck flies for albies & bonito
