I have used a conical minnow trap in freshwater and used fish scraps as well as breadcrumbs to catch chubs. Keep the chubs in the trap for a few nights, and the eels will eventually show up. This works well in saltwater too.

You need the insert for the minnow trps, otherwise a good sized eel can get inside and get the bait wohtout ever getting fully inside the trap. If the tail doesn't go in the eel can back right out of the trap.
