Maybe one of those keyed sash locks. Key would need to be out of kids reach but hangin near in case of emergency.

it's gotta be open all the time. highest window in the house, so it vents the place out. even in the winter.
i need some kind of steel cage i can bolt to the outside/inside so kids don't fall out.
there is another window for emergencys on the other side of the room that leads down to the roof below.
this one is a good 40 feet up from the cement slab below.

ya, you're on the right track with some kind of steel cage or bars. That is what I would do.

Shark cage? Hit up a metalworker or wrought iron works or something of that nature. They do custom work -- but I've only heard, not experienced firsthand.

The worst day fishing is better than the best day working. ...Wait a minute, my work IS fishing. Sweet.

Nice job Freak on youre Kid's room, sorry to hear you lost youre Man town though. You can buy steel window locking bars they slide into place then you lock-em,I belive Home Depot carry's them.
On our second floor the windows are 8" from the floor and there 6' tall & 23" wide, when my Wife & I bought our house we were our concerned about the Windows height (we have to kid's)realter said that the previous owners had four kids & nothing ever happened.
Sweet job!
