i was thinking of maybe trying catching pogys and selling them to bait shops,what permits would i need to do this.?

Call the DEP, or whatever Massachusetts' version of that is. You'll need a commercial license for that, possibly quite a bit more paperwork for the business end of things, taxes, etc. Might not be worth it, unless you're willing to invest a lot of time and effort.
